My dad is 70 and never owned a 308. Anymore he mostly just target shoots. He is wanting a heavy 308 just to shoot off the bench. Other than it being heavy (he hates recoil)he is more interested in accuracy than anything. What do you recommend? Thanks

Tikka CTR. It's not "overly heavy" (subjective); but, it is heavy to the extent it is very stable and, in my opinion, ideal for what he appears to be seeking. My second choice/offering would be a Bergara HMR.

If he's ok with spending a bit, the Seekins Havak Bravo would be the first place I'd look. It's around 10 lbs before scoping.
Nothing at all wrong with the .308....but that new kid on the block, that's actually been around a little while now, might save him some recoil.

How far out will he want to shoot? A nice fast twist 223 checks a lot of boxes.

Savage model 10 heavy barrel Stick one in a Choate Ultimate Varmint stock with the full bedding block, then slap a big high powered optic on it, and it becomes a chunk and a half.

Ruger Hawkeye Predator.
Great two-stage trigger, good weight, very nice lammy stock. Also comes in some other chamberings if you guys decide to try something else. As mathman suggested, a .223 makes a lot of sense with regard to recoil, barrel life, economy, etc etc. The Ruger .223s are mostly 1-9”, but that lets you shoot bullets up to 69gr and maybe some heavier. When I let my son choose from several of my rifles, he picked the Predator .308 right off, as he had used it to kill a couple of does on a cull hunt in VA and liked it. That trigger makes it easy to shoot well, much better than the standard LC6. I whacked a couple with it myself using 165 BTs and about 42gr of RL15.
What fresh Hell is this?

A fast-twist .223 or a 6BR would make a lot of sense for his purpose.
In terms of the rifle itself, what do you call "heavy"? You could put together a 25 lb rifle for him and recoil would be minimal.

Ok, not a 308...
How about a CZ 527 Varmint in 223 Rem ( with Kevlar stock)?

I solved that same problem with a Tikka T3x Varmint in .223 that I stuck in a B&L M40 stock.
