I believe musket caps are intended to be struck on the outside edge vs a 209 which is designed to be struck in the center. At least that’s how mine are struck. The 209 pin may not ignite a musket cap reliably. And the musket cap in may not reliably ignite 209’s.

I would stick with one or the other. My choice would be 209’s if you can get them.

Something I just thought of, is this a new lot or old bunch of powder whether pellets or loose?

10g, this is happening with these 209s without any powder at all. I haven't fired a single round using these Cheddites. So far I'm just sort of testing them without any powder or bullet.. My concerns is if I'm piercing the primer (when I'm just testing a primer without a load), then with a load I may have some more severe blowback.

It's defintiely a primer problem. All these primers were fired in the same gun with the same firing pin. 100% of the Cheddites are getting pierced. And their cups get deformed more than the Federals with the same force.

Left is Federal 209 Muzzle loader primers. Middle is Federal 209A "full strength" primers. Right is Cheddite 209.
