It's a gooseneck but there's no ball in the bed of the truck. It looks like the ball came out or broke off.

Turnover ball - bet they forgot to push in the retainer pin. Sucks!
I did that once, but the ball pulled out while loading a tractor (in 4WD)
Stopped tractor, pulled pickup out from under, dropped jacks, backed tractor down (gently).
Then started from ground zero.
Embarrassing, but no damage.
