two things to bear in mind. Every Presidential executive order has the full force of law UNLESS it is overturned by a Federal Court. Second thing is that there is no recourse under law for damages incurred due to an executive order that was subsequently over turned.

I own property in Delaware County New York in a prime fracking area. Ole dipchit Andrew Cuomo banned fracking in New York State including on private property.
I figured it would get appealed which it did and was upheld by I believe the New York State Supreme Court. I wouldn't bet the house on Biden's ban being overturned.
