Next to Bloomingtons and Circuit City Usually at the opposite end of the shopping center from the Sears and J C Penny's so the snooty rich folks didn't have to see the peasants if they chose not to. They were scheidt out of luck if little Melvin Jr or Buffy wanted something from the Toys are Us though.

Nordstrom sells relatively well made clothing. Store price is something I would never pay though. 50% off or more would do well enough.
