Pretty sure the US could have spent the billions in this country for a lot better reasons No disagreement. Rates had been held artificially low for way too damn long. Should have been raised well before that. The start of the Ukraine “special military operation” - which was going to last weeks - had precious little to do with rates being raised initially.

Japan committed $5.5 billion to Ukraine. They quadrupled their former amount. 5.5 billion to restore destroyed infrastructure. Japan doesn't do war. And in fact, the sum to replace destroyed infrastructure is probably going to be much less because many places with infrastructure damage now is part of Russia. The West hasn't acknowledged it yet. But that's the reality of the situation. Formerly southeast Ukraine and Crimea is now Russia. Japan isn't going to pay to repair destroyed infrastructure in Russia. Poland is also going to end up with a chunk of northwest Ukraine and will undoubtedly pick up the cost of fixing it back up. Japan knows this.
