I don't think so, Richard, if you're talking feed oats.
Seem to remember somebody complaining that they had to unload their deer feed, back in the US, before being able to cross.

My Son in Law has family in Montana. The US Canada border is their back yard fence.
One day their neighbor on the Canadian side was out of horse feed. They tossed two bales of hay over the fence. In less than 3 hrs, they got a visit from USBP.
How do they know?
But they can't stop the schitt that is coming in from Mexico!
