The Viking fire princess hunts a7-08. She loves the Hornady 154 round nose cause it drops deer and elk. As far as black bears bring easy to kill…. How about a boar that took four rounds of 405 Winchester and one round of 30/06 220 partition before he stood on his hind legs and roared at us. Then collapsed at twelve feet away. Hits were good, he came at us from over one hundred yards. Then I threw my old featherweight in the creek for pictures (just kidding) that bear was under two hundred pounds probably 150?. I didn’t have the heart girth chart then so don’t know. Had an ear tag that said to not eat the meat! Apparently he was a problem bear that had been darted. 140 TTSX 139 LRX or 120 TTSX
Probably one of the first two. The 120 can get a bit violent when shoulders or heavy bone is hit, but that is with faster cartridges, so might not apply to the 7-08. I wouldn't doubt penetration in any of them, or even the 110 TTSX.

Whichever bullet is available and cheap. Shots will be close. Wait til you can get perfect placement and kill a bear.

A bit more background. I have shot 120 tsx out of 7-08 and 7saum on whitetail for quite a while. They have always killed well, but exits have been small when substantial bone isn’t hit, and blood is often sparse. Bears often don’t leave much blood to follow between fat and guts clogging the exit, and hair soaking it up, so I would like to give myself as much of an advantage as possible. What I’m trying to figure out is what bullet weight and construction is optimal for the purpose? 140 ttsx or AB at 2900, 160AB at 2600, 175 Partition at 245? Or maybe a 165round nose at 2600? Yes, they will all kill bears, but I’m just trying to figure out what’s likely to work the best.

My experience says pick whatever you want to try and get after it.
I’ve seen them fold up from 100gr 243 Corelokts and plain old Sierra Gamekings out of the 270. And I’ve seen them run with good chest shots with 300s out of the 338 Lapua and a 510 out of a 458. The fastest ones I ever had drop for me as the shooter were with 150 Norma SPBTs out of the 300 Savage, certainly nothing spectacular about that combo.
They all died and even the ones that ran off died within earshot so we could hear the death moan.
If you really don’t want to trail one up do like I did with the one I shot with a 300WSM and shoot them in the ear hole.

I’d run a 120 BT, unless something else cup and core shot great for me. It doesn’t take much if you hit them right.

whichever game bullet your rifle shoots best, bears can't take a vitals hit as well as a whitetail.

It doesn't matter what you shoot them with, just where you shoot them. There's an old saying: "A well-hit bear won't go as far as a well-hit deer. But, a poorly hit bear will go a lot farther than a poorly hit deer." I've shot them with a .32 Special and a 7.62 Russian with regular cup and core bullets. None of them went farther than 30 yd. And a couple died in their tracks.

Every bullet the Op suggested would do very well with a well placed shot. Personally I would favor one of the Monolithic offerings. Little more forgiveness with the monolithic offerings in terms of when large bone is encountered.
If large bones would not come into play, then the hydrostatic shock transfer offered with cup & core options may insure a shorter blood trail.

Some sources say thick fur and hide, along with fat layers, depending where you are hunting them out of hibernation? Where I hunt after Rifle season for deer, they go into it, so they are layering up before then.
I would go with a well constructed bullet just to have that insurance and confidence, especially in heavy cover. I have a 35 Remington with Speer 180 FN hot cores.

All of them do something better than the 30-06, but none of them do everything as well.
