The ATFE does not care if your business makes a profit, that is the baliwick of the IRS. You must be engaged in the business of firearms sales, that does not include making your livelihood at selling guns. The ATFE also wants you to be in compliance with local ordinances in regard to running a business (that would be zoning, license, etc) before they issue a license. Your place of business can be on your kitchen table (if local ordinance allows it) but that opens your home to inspection. It is best to have a separate area but not necessary. I know of no insurance requirement.
The cost is $200 for the first 3 years and $90 for renewal for 3 years.
