contact state government in SC, they already have LIDAR contour information for the entire state. (before you deny being in or working in SC, whatever state your going to mention has LIDAR data also)
AutoCad Land development, Civil 3D, or Carlson software packages, Trimble, and Topcon software can place your GPS points and generate a TIN and subsequent contours.
Hell, my data collector can do it in the field.
Whatever GPS equipment you are using probably has rendering software also. Unless you are using mapping grade equipment (as opposed to survey grade), in which case your elevations will be too inaccurate to use for reliable contour data.
