I believe, if you sent PMO, after 60 days, you can take pmo receipt to post office,they will verify whether or not it has been cashed, if so and you have not received your purchaced item.
He will get a knock on the door. I once related this to a seller,had item 2day fedX.
Priority mailing with delivery confirmation (which is also a trcking#) and PMO for about $6.00 is cheap insurance to me. Also description of item on PMO. ser # if it is a firearm.
