If it is uniformly rough, it was probably a mal-adjusted gun...in my case, I had the whole rifle (in pieces) shot and looking good when I noticed what looked like what might be a thin spot on the side of the barrel. No problem...
Except Mr. Murphy took a dump in my spray gun when I wasn't looking.
Tip was partially plugged so that the touch-up went on very dry. Hoping it would flow out in the oven I went ahead and baked it but no joy. So the sanding and polishing was an experiment to see if it was possible. And it worked.
The barrel might be a little glossier than the action, but you have to look hard to notice. Or I might be imagining it.
