Yeah the Hornady tour is excellent. Been there twice on tours. Even met Steve Hornady and Dave Emery the head ballistician. They do indeed make their brass there. About the only thing they don't do inhouse is hardening of dies and some castings for presses/etc. are farmed out.

I've personally seen the entire brass manufacturing line at Hornady. Their brass is made right there in NE.
Then perhaps Hornaday makes Winchester. A couple years ago I was stocking up on Win 45-70 brass. Each 50 rd unprimed bag contained 2 or 3 primed Hornaday cartridges. Also in 45-70, but about 1/16" shorter than Winchesters.

It's also possible that smaller volume items are outsourced for efficiency. There's a whooooole lot of back and forth behind the scenes in the gun industry.

Yes, all of it. The entire manufacturing line from raw material to cartridge case. I also saw the bullet manufacturing line from raw lead (alloy) and a roll of copper sheet through jacketed projectile. Cool process and facility in both cases.
