Personally I don't think 2800 with a 200-grain is out of line with a 24" barreled .30-06. All the recent published data is based on a 60,000 psi maximum, but there's no reason not to load the .30-06 to 65,000 like the .270 or whatever.

I have used the 200-grain Partition a LOT at 2700+ from a 22" barrel myself. But I wasn't going to publicly get into the middle of that specific argument--though I do believe Bob Hagel went overboard on some of his loads for other rounds.

The .264 can certainly be quirky, probably because of the very short throat and the tendency to quick erosion, which contrary to popular belief tends to raise pressures. I hunted with a pre-'64 Westerner for a little while, and some of the newer powders can definitely help--but the short throat doesn't.

Your NA hunting experience is certainly enviable. Congratulations! Any plans for the big bears in the future? Or don't you have any interest?
