Here is the link to the actual wording. http://open.nysenate.gov/legislation/bill/S2230-2013If I read it right, they are requiring background checks to buy ammo, and someone can't go to PA and buy ammo, it has to be shipped to a dealer in NY so they can do the check. WTF.
