This is what was done in Canada, IIRC in and around 1992 / 93. Started with "Restricted Weapons" e.g. Registered Pistol Permits.
by LEGISLATION, and legislation alone, one's existing permit segued off into becoming a de facto warrant for inspection, ANY TIME that the district RCMP felt that this was appropo.

That's the year I split, and came home wink

Given what happened to almost ALL the firearms long and short during the flooding in High River Alberta last year, I'd say that in the ensuing 22-23 years that even having an "FAC" (Firearms Acquisition Certificate) came to subtend to the same defacto warrant.

Maybe some of the Calgary Campfire bunch will throw in with their take on this.

The main thing here is that law has not changed and as the Home Office notes state themselves they have no new powers to enter a premises.

As I understand it, the Police have to have specific grounds to enter a premises without a warrant, something along the lines of a crime being in progress or some sort of imminent threat.

I have no doubt some Forces will jump on the band wagon and try institute "routine" inspections, but it will be interesting to see what happens when folks say "Not without a warrant"..
