I've got the hornady tool and it works well for me with repeatable results. It does require a bit of finesse to find the right spot with it, but once you get the hang of it the results are very repeatable. A cleaning rod through the muzzle is necessary to get the best results by being able to work the bullet into and out of the lands and feel the stop.
I have a tap and used to make my own cases but now I just buy one if I need it. It's kind of a PITA tapping the cases and I don't find using cases formed in my chamber really makes any difference. The readings can only be off by the max allowable headspace and that's not enough to matter.
