I'm dealing with a rifle right now that has the scope mount holes drilled perfectly for a left to right lead when the scope is on. Rifle looks at 12:00, scopes looking at 11:00.
Last 2 Tikkas I bought I didn't even bore sight and they were on paper at 100 yds. I'm not sure but I don't think Remington owns them! Shod

This particular rifle is not a Remington.
It really doesn't matter brand-name, it shouldn't have gotten past QC.

Poor manufacturing and QC standards is why I stopped buying Remington products long ago. IMO anything Remington made past the 80's is junk.

Last Steyr I bought was 1114 dollars out the door WITH A ZEISS 3-9X42 Terra in Talley's. Out of the box it took 6 clicks to get it dead on at 200.

I will say this was the first 700 I can remember buying that had a defect this bad. Have never bought one that I couldn't get to shoot MOA or better with bedding and handloads. Have had particularly good luck with stainless Remington bolt guns, many bought used.
Now with even more aplomb

I think it would be interesting to send this 700 in for service at Remington just to see if they would do anything or just return it with an "it is within manufacturing specifications and tolerances letter."

Looks like one I purchased a few years ago.
The recoil was canted like yours, feed rails were rough and put deep gouges in the brass, over sized firing pin hole that caused primer catering, and the threads for the front scope base were buggered.
