I've never worked with a Skinner peep sight but the elevation is pretty easy. The aperture is basically an eye on a threaded screw and you turn it up or down, 180 degrees per turn. I don't know the threads per inch off hand to know how much elevation per 1/2 turn but you could email to find out.
The windage, as far as I can see, is just a slide system. You loosen a lock screw and slide it in a dovetail or just tap it over. I've used some geometry and a dial caliper's depth gauge to make fairly accurate minute adjustments on "hit it with a punch and see what you get" sighting systems but it's still a PITA compared to a set tpi or click adjustment. But once set, it's set and hopefully you only need to do it once.
I wish the guy that makes Mojo sights would expand his line, currently he only makes replacement sights for military surplus rifles. His sights adjust with 40 tpi screws for W and E (.025" per revolution), with a separate click wheel for fine elevation adjustments. One of those with a dovetail mounting system would make a very viable rear sight for any rifle originally equipped with open rear sights.

Receiver sights work better than most expect them to. I can shoot 2.5 inch, 3 shot groups at 100 yards benching my 1895 .405 Winchester with 300 gr Barnes TSX bullets. Just killed a bison at 85 yards off hand with it on Saturday:)
My biggest fear is when I die my wife will sell my guns for what I told her they cost.
