In terms of prosecution of cops, is it better to intervene or wait? I'm guessing many cops will be waiting it out and filling out reports rather than risking life, limb, and personal jail time.

The cop did the right thing and placed his rounds well. Shooting to a non-lethal area is never a good idea when shooting is required. Regardless of what the story is that prompted the much larger girl to attempt to murder the girl in pink in the presence of LEO's, it very likely was trivial. These people often need nearly no reason to kill each other, so if it is any consolation to you, the girl in pink may be dead soon if she can't move in with relatives out of state.

One Officer - who was not identified- fired several times at the Black teenager, who appeared to be grappling with another female.
