The picture below depicts (3) Remington M700 bolts. Not that it should matter, but the bolt on the left and center are 270 Win and the bolt on the right is a 300WM.

The bolt on the left and the right appear normal to me, but at the 10:00 o'clock position on the center bolt, there is what appears to be a "high spot". I stopped the sale of this rifle in the classifieds due to this spot. Is this something I should be concerned about?

There's a recess cut for the extractor but I don't see anything abnormal.

Yeah, I see it...out of round at 10 p.m. Don’t know what the significance is.

I think that is the cut that is supposed to be there. Compare it to the one on the left.
