If you were thinking about that area I would consider Oak Ridge TN. Good amount of work and lots of recreation opportunities without the crime and sprawl of Knoxville but if you need to go to Knoxville it's close enough. Educated populous and a higher income (and thus services like medical care) than other areas around there.
