I use, of all things, BH209 tubes for pre-weighed charges of BH209 at the range and in the field. Should work for smokeless too. I also use them to carry a couple of sabotted bullets, padded with a ball of poly fluff, cotton, or patches.
At the loading bench, I put them in a .45/70 loading block. Only snag is finding a funnel that fits.
