With the .260, you can just run 308 brass straight in with most brass brands, no need for any intermediate steps in my experience. It's pretty easy.

Anneal after sizing down, not before. Annealing before produced excessive neck thickness variations and runout for me. You may need to neck turn after sizing down, depending on your chamber and the brass.

I have not necked up .243 to .260 so don't have any comments on that one.
