I would recommend to him a Tikka CTR in 6.5CM. You can get him into a rifle that: a) is under $1000, easily; b) will be as accurate as or more than any other factory offering; c) fires one of the better dual purpose rounds available (dual purpose = hunting and long range shooting); d) is cost-effective, thus won't break the bank; e) has an excellent selection of factory fodder; and, f) is not too heavy to fill the dual purpose of both bench shooting long range and carrying as a hunting rifle.
