I have never been in Rep Lewis's district but I can feel confident that it will be crime filled, loaded with poverty, high child illegitimacy rates, large amount of drugs and generally a 3rd world ghetto. With no hope or desire to change.

That is the only way a man like Lewis keeps winning.

Probably a lot like Detroit. Where the political yardstick for success is how much of the nations treasury is delivered for treaties.
