So many of these NPR stations are major leeches all the way around. 3 of the 4 public stations in our town are affiliated with universities. You think: "Ah! Campus radio run by the students!"

Wrong. I worked at the campus radio station at the University of Cincinnati, WFIB. It was a poorly funded, poorly supported AM station while next door was the big, lavish studios of WGUC. Students did not run the latter. Few students worked even worked there. It had a huge budget and big transmitter and they broadcast NPR and classical music 24 hours a day. The student station ran on next to nothing and could barely reach all the dormitories.

The NPR-affiliated station's only real attachment to the University was that it broadcast all the big performances of the College Conservatory of Music. However, it sucked up a whole lot of money doing so. Most of it went to pay for the NPR network programming as well as live classical programming from around the world.
