You buy your first tag which is a buck tag, and apply for the antlerless draw BEFORE the end of July -- apparently you missed that one. Then, after the MNR opens up the additional tags, you buy up to two extra antlerless tags for a total allowed of SIX extra tags but a maximum of two additional tags in any WMU.
