I am a firm believer that if someones dog/dogs kill an innocent person, the dog owner should face manslaughter charges.
If the dog/dogs in question have a history of violence, and proper restraints were not used (like the ones in this story), 2nd degree murder.
I agree. But if I were to decide the law it would read something like this:
Loose dog? Dead dog.
