If it was such a bad thing, Reagan wouldn't have enabled it in 1986 with the AP ammo ban and the NRA wouldn't have supported it by supporting GCA68 and the sporting purposes clause. You don't need M855 for hunting and police will still have access to M855 to shoot through anything they would like to.
