Found this on a blacktop county road. You can see the asphalt where it skipped... I don't know what it is, really. Looks like a tool, large end and smaller end patterns. Only thing I could think of was a sort of key, like to remove certain lug nuts with cars, but that doesn't fit either. Anyone know?

It kinda looks like some kind of extension handle for shutting off a valve?….

I'm doubting it's used for anything with a hex because the chewed up side looks like it was/is 4 or 8 sided. Maybe a wrench that the water meter guys use?
