Assume the radius of A is 0.5'... thus the diameter is 1' and the circumference is 3.14'

The radius of B is thusly 1.5'... with the diameter being 3' and the circumference being 9.42

For A to roll around B (one full time) three rotations of A would occur.

But the way I read the question, it ask about the center circle of A, & that could be a static spindle.

Use a rule of geometry: the RATIOs of circles are the same. If the radius of B is 3x radius of A, then the diameter and circumference of B are also 3x those of A. Forget about Pi. It's important but not needed for this problem.

Another way to look at it: cut the circles and lay them out flat. B will be 3x the length of A.
