Regarding the comment above about Costa Rica;
I had a family member move there about 20 years ago. He was tired of the high taxes here and the corruption in government. He researched and visited several locations in different countries and ended up about an hour outside of San Juan.
He lived there about 15 years before he came back. He said the corruption is even worse there. They kept raising taxes on ex-pats. Utility companies ripping them off. Even in their safe community, they were robbed three times. Noisy neighbors moved into their quiet retirement community. One hassle after another…
He moved to Arizona and liked it there much better.
