The definition of a police state has nothing whatever to do with the point you've just made. What percentage of the folks in Cuba do you suppose have had any problems with law enforcement there? The People's Republic of China? Likely very small. A police state is merely the counterpoint to the state of rule by law.

This has turned out to be the most intensive man hunt in California history... every single reported sighting is taken so seriously that many have resulted in police completely surrounding an area and evacuations, a Lowe's in Northridge, a apartment complex in San Bernardino among others.

The One Million reward donated by more than 30 private and public donors will only grow in the effort to garner leads to his capture.

And it seems that the search in the Big Bear Mountain resort area is coming to a close, with the search effort leaving some 25 officers on the ground down from more than 125 earlier.

The protection effort of the 50 LAPD families continues!

Where I work, it isn't exactly rare that they don't have a gun, but it certainly isn't unusual that they do have one or two in their pocket.

Same deal with the DC Snipers, black police chief was told by his officers and witnesses a couple of days into the investigation, but he suppressed it. Forget his name, real piece of work. Always throwing out racial discrimination when he didn't get his way.

Calling somebody names just because you don't agree with their opinion isn't an argument and can't be rebutted without further name calling which is something that a gentleman doesn't engage in. Part of being a gentleman is being grown up. Think about it.
