I don't think so. The cartels can corrupt the largest banks in the world, they can buy a couple of LA cops no problem. They don't need or want this guy.
If dorner didn't torch it himself he could have hired a couple of east L.A. vatos who would have considered it a vacation to torch one in Big Bear instead of their hood. I'm guessing he's holed up with some homies. Theres plenty of LA off limits to cops.

I don't think there is that many ways in and out of big Bear. I don't see someone who doesn't want to get caught putting themselves there. I think he had someone do it for him, wouldn't be too hard.

Cali is supposedly bankrupt nearly. I heard several places the money is supposed to be coming from, but how do these places have $1 million or more to put up if the joint is broke? With all this technology flying around it's no wonder they're going broke. You just can't always have the best. Individuals know that, but entities like state, Federal and local governments don't.
