It would including all big game in the US. The 30-30 has killed a pile of NA over the last few centuries.

the 30-30 did it until the wildlife got wise and quit dieing when shot through the vials with a 170 grain flat point.

If we want to nit pick, it has been alive in three different centuries. But back to the initial statement, with new premium bullets the .308 is better than it has ever been.

With a 180gr TSX, I think a 308 is adequate for interior griz. The coastal bears can get twice that size though, so it certainly would not be my first pick for those. I watched an 8ft Brownie, standing on his hind legs, take an 8mm rem/mag right in the center of his chest from less than 20yd, he still managed to run nearly 100yd, luckily it was away from us.
