While bad it appears this could have been a bloodbath and a probable number of high ranking officials taken out as all were in residence at Parliament.
I doubt this is over and I say most definitely terrorism. Especially, with Canada recently agreeing to participate in air strikes.

Over the last few weeks, there have been several arrests with regards a plot to carry a Mumbai style attack and/or nation wide attacks on police and/or servicemen.
