Cliff,

its so simple I virtually bought one die to change a 223 to a 20 Practical.

That was a 20 caliber universal Neck Sizing die from Hornady for about 20 bucks.

Like TikkaNut, I remove the spindle from one of my 223 dies, and full length size it.

That brings the neck down enough on brass to use the Hornady Neck sizing die.

After shooting it, the load I use allows me to deprime it, with a Lee Depriming die.
If the shoulder needs knocked back after a couple firings, I use a Redding Body Die
that I already had for my 223 brass.

For seating, any of my 223 seating dies work just fine.

I get a couple of firings before I have to re do the neck with the Hornady Neck sizing die.
I lube the inside of the neck with a Q Tip.

Really isn't much to it.

I am sure the Redding Bushing dies would work great, but the Hornady die does just fine.

The barrel and the load, shoot itty bitty groups at 100 yds.

If I feel the need to rocket it, I use a stiff load of 2015BR and a 24 grain NTX Hornady.
That is in about the 4600 fps range.
