The Tikka dovetail rail is an integral part of the receiver, milled directly into it. This is the best pic of the top rail I could find in a quick search of the net. It gives several options for mounting a scope. If the base/rings clamp over the dovetail you can use that and if they have recoil pins those fit into the corresponding holes. Other scope mounts screw directly into the mounting holes the same as they would for any receiver. You can attach a picatinny rail using those scope mount holes and then use whatever picatinny type bases you want.

Here is a set of Talleys on my T3x Hunter showing how they sit on top of the rail. They overhang it by .070" on either side but unless you get out a magnifying glass you'd never notice. 16bore here used to offer Talleys milled out so they sit down lower on the rail but those are all gone AFAIK. But even with the bases on top of the receiver those Talley lows position the scope lower than the Tikka factory rings that clamp into the dovetail.
