At the price they're going for right now, I can't imagine why anyone would not buy a S&W Shield instead of a Taurus.
The PF9 is what it is. KT apparently doesn't expect them to last much over 3k rounds. It's still one of the (if not "the") smallest and lightest pistols in a fighting caliber, and eats everything 9mm.
But if "cheap" and small are the criteria, I'd still skip KT, SCCY, and Taurus, and get the Shield.
