He most likely knew that there would be a primary opponent[Blackburn] and saw the writing on the wall.
I suspect there is a lot of truth to that. Tennessee is pretty much a sold Red state, but with the Blacks voting 10 times each in Memphis, and Nashville becoming a leftist haven, a well known Democrat might make a strong showing against a weak Republican.
