The article states that the man with the "price tag" on his sweater (watch fob??) is Billy the Kid. Doesn't look like him to me, considering the only facial picture of Billy the Kid shows him having different shaped lips, nose, and eyebrows, than the alleged BtK in the composite.
I'm very skeptical too. If I recall correctly, the experts aren't even sure that it's Billy the Kid in the one famous photo that does exist. The guy in the famous photo doesn't much resemble the one in the composite photo shown above. I'm not seeing much that convinces me there's anything to it.
