Larger bores and heavier bullets lose less velocity than small bores per inch. Muzzle blast and recoil would be my concern but not with a 24 inch barrel, but could come into play for me at less than 21-22 inches.
If he hasn't already gotten dies for the H&H then I see no down side to the Weatherby if hand loading. Factory is another story, hard to find and expensive when you do.
