If she is negotiating, she is learning what she can and cant get away with. I see this as a good thing.
The only thing you can do is be consistent. She is watching and learning every single thing the two of you do. You have to be on the same page, and be consistent, whatever you do.

She is clearly very perceptive of her surroundings and is thinking several steps ahead...at 4 years old!
