I can tell you that I sent 3 dummy rounds with no powder or primer to a gunsmith in Louisiana. I sent them flat-rate with a note explaining that they were not functional ammunition in the hopes that if they screened it, they would let it go. I signed the screen saying that there was nothing hazardous.......
Never made it to the destination. Never heard anything from USPS, no threats of hanging or shooting me at dawn... nothing. So it was just 15.00 down the crapper. The next 3 I shipped UPS and they made it no problem. If there was a UPS store near me, it would have been a no brainer.
