Based on my own experience with them, you can buy a CZ 512 and scope it for less than you can buy/build a 10/22, and it will shoot better straight out of the box than rebarrelling the Ruger.

I have a now discontinued Suppressor-Ready (still available at Grabagun), and it regularly shoots under a 1/2" at 50 yards with cheap ammo (Aguila SE-HV, $2.50/box at Academy). The trigger gets better the more you shoot it, too, without dropping coin on a trigger job or a BX trigger. They are a truly remarkable little gun.

I have a couple 10/22s, and they are nice enough little rifles, but the 512 kicks them to the curb, straight out of the box.
