This should make it to the U. S. Supreme Court. No matter how it is decided, the outcome should lead to interesting results. Either Federal law is supreme and must be followed and enforced or state/local governments can chose for themselves whether to recognize Federal laws. I see plenty of angst all around.
Particularly when the Constitution explicitly delegates this authority to the Federal Government, unlike, for example, firearms ownership, over which the Federal Government is explicitly prohibited by the Constitution from exercising authority.
