It's not. They didn't cuff the women. Cops must be a part of it. I doubt the cops were part of it. I would guess they were not well trained in dealing with suspects who are women. A woman can kill you just as easily as a man. They did not seem to be aware of that. Women suspects should always be handcuffed. L.W.
