civil disobedience is a method purportedly used to open the eyes of some to the problem at hand.
The folks that don't realize there is a serious issue will know after being "inconvenienced" that a certain segment of society believes they need to be taken notice of.
Seems to have worked some in the 50's, 60's, and 70's.

Carl Gustaf von Mannerheim, had the right idea on dealing with them in Post First World War in Finland...
and eradicated the problem in Finland very quickly...
