Tstates, municipalities, tribes, race-based organizations, trade organizations and advocacy groups seem interested in one thing---making the case that they're particularly hard-hit and lining up to get their "fair share."
Not many are asking "how the f*ck are we going to pay for this," or "how will this affect us long-term."
That's not a problem that's limited to the U.S. but rather humans in general, the vast majority of people are concerned with their own personal well being rather than what's good for the whole particularly if they think they can get something for nothing
